I have a MC that is poor and has overgrown, disarrayed hair. It's important to describe it in this story.

In my mind, I see him somewhat with this hairstyle (the large image on top):

Would it be considered chin-length, neck-length, etc.?

Not sure which of the images you're favouring, but from what you say, I'd suggest calling it a rough, or shaggy collar-length bob.

Shaggy, scraggly, in need of a haircut, tangled mane, sticking out of a hat, untamed, curtaining face.

I like the word scraggly to describe an untamed mess of a hairdo.

Collar length (and tousled or wind blown).

I'd would consider it a mop of unruly hair.

Thanks. I actually included 'mop' for another character, but I can vision that as well for the MC.

If it's the first picture that came up on that link, I'd go for neck-length/hair that reached his jawline.

There is actually a chart if it helps.
