Partials--How long until I hear back??

I'm getting a little nervous. An editor requested a partial ms (nonfiction book) be sent to her via email, which I did 1 month ago. Haven't heard anything...not even an acknowledgement of receipt. Should I be worried? Wouldn't I have heard from her by now if she liked it? (Wouldn't she be asking for the book proposal and the rest of the manuscript by now if she was interested in it?)

The Writer's Market lists their response time as 6 months, but I'm thinking that would be after they get the complete manuscript/proposal--since they answered my query in less than a week when they requested the partial.

An update...I just heard from the editor this morning, and she never received my emailed submission. So I'm sending again at her request...
