sometimes the reviews from .com show up on the other sites, but not the other way around. It's also your author account that you'll need to make on each of those sites (author central).
Author Central is only available for a few Amazon stores (US, UK, and maybe DE--not sure).
As for reviews, nobody really knows why they don't cross-pollinate in both directions. Some reasons that have been mentioned include readers having different tastes in different countries and legal differences, but it's really up to Amazon. Each country-specific store operates with different rules.

Canada has its own Author Central, and that's actually where my account is located. Canada also has its own reviews, but frankly the volume is so much lower than the US that I just don't bother. I check the US site for reviews.
