It's not clear what you meant about google books. Please expand.

Google books no longer accepts self-published books. You need to use Google Play:

https://play.google.com/books/publish/u/0/

This happened... last year? Yeah. I remember that being discussed at the time.

I think they were having trouble with pirates, but that's mainly vague recollection. Does anyone have a more accurate memory than I do?

I've published several books on Google Play over the past 6 months and haven't had any issues. I did have my account set up a couple of years ago, though, but I didn't use it for a while.

ETA: Google Books and Google Play are two separate things. Books is a catalog of published work that is indexed by Google, and they make sample pages available. You can't submit a book to them, but I think you can request that your book(s) be removed.

Play is an online bookstore, the same as KDP, iBooks, etc. You can self-publish by signing up for a "Partner" account, as AW Admin said.

They aren't accepting new accounts, but extant ones work just fine.

You might try using Smashwords (https://www.smashwords.com/distribution) which distributes ebooks to multiple channels, including (via Inktera) Google Play.
