Where on the forum is the appropriate place to announce a new, self-published book?

You're also allowed to include your books in your signature, new or not. This is probably the better spot anyway.

The traffic on the Promo forum is typically small. It's also distanced from your substantive posts.

You're talking to an audience of writers here and the most effective sales pitch to this audience will be you posting something (typically unrelated to your book) another member finds interesting. That will interest them in you and your books, and having a link right in your sig makes it easy to find should they be so inclined.

You can also start a self-publishing diary in this section. Generally such threads are also expected to have information about your process or sales that will be helpful to other writers, though, in addition to release announcements -- if you want the forum for strict self-promotion, it's the one the others linked.
