where do quotes go in the front part of book?

I don't think it is either of those. Typically quotes seem to go just before the first chapter and after everything else, dedications etc.

But always on a right hand page! At the book's beginning the first words of the book will always appear on a right hand page, same with chapters - so it should be the same with a quote.

Is the verse part of your book? Usually it goes right before chapter one (or prologue, if you have one). On its own page (start on the right).

I've never written a book, but shoudn't that be dealt with after the book has been sold?

If you're talking about an epigram, it goes just before Chapter One. It can either be on a page by itself, or it can go above the chapter.
