First X chapters vs. first X pages

I've often debated on what best to do in a situation, but I'm never sure, so I thought I'd come here and ask instead.

Sometimes, a publisher/agent will ask for the first three chapters or 25 first pages...Now, my first three chapters have 47 pages, so would it be best to just send the first 25 pages or is it alright to send the full three chapters?

(That is, if the first three chapters were 27 pages, I'd send 27 pages. But 47 is nearly twice 25, so I'd find a good breakpoint near 25 pages, and send that.)
