It seems that many of the agents in my genre (crime) are British. Is it appropriate for an American author to query a British agency or is it a waste of time?

If you live in America, you'd probably be better off getting an American agent. The American market is much bigger than the UK one, and as you pay a higher commission on foreign sales you'd pay a higher commission on all US sales with a UK agent. (That's a bit convoluted: I hope it makes sense.)
