If a perpetrator were to commit murder, would it be possible for them to escape prior to the police's arrival?

Like if the perp was to kill several people, the time during which someone had the chance to contact the police.

How long would police response time typically be? Thus would the perp be able to escape?

Do you need your murderer to get away? Then yes.

Do you need your murderer to get caught? Then no.

You need to think about location, response time, stealth, murder weapon etc. There's no blanket answer.

How far away are the police? Have they been alerted? How mobile is the murderer? Are they in the city or the country? Is it rush hour? Is she or he on foot or in a car? Is the murderer in an affluent area, or is the crime committed in one of those areas where the police don't like to interfere? Etc.

There simply isn't enough information to answer your question, Hilary, and it's somewhat vague even with those extra details.

Perhaps taking a different approach, such as figuring out the average police response time in the area of concern and finding what works best for your story might be best.
