Someone who is a heavy drinker, enough that BP remains elevated and has cardiomyopathy...if an extremity is cut, would this effect bleeding? Slowing it down or increasing?

Yes, drinkers tend to do both. They'll bleed more easily from cuts, generally because getting your calories from alcohol contains no protein and so they often are relatively malnourished but they have a tendency to clot off smaller blood vessels and suffer from ischemia of vital organs. They'll more likely have a wedge infarct of a kidney or get bowel ischemia.
