creating a poll

First, make the initial post for the thread. After that, when it takes you to the post you just put up, go to thread tools, which should be right above the posted message. See if "Insert poll" is an option. If so, you're good to go. If not ... I don't know.

It is not in thread options.

When you are in the screen where you type your new thread, scroll down to the bottom of the page and click on poll instead of hitting the submit directly under the text box. You will create the poll before the thread goes onto the board.
