When querying, is it okay to remind an agent that they requested a partial or full of a previous manuscript I submitted to them, or does that look amateurish?

I'd say go for it, if it was a full.

Say something like:

I'm querying you because you showed interest in X, and I thought you might like to see my new book, Y.

If they asked for a full, it's because they liked your writing. And it may have only been something very small that put them off.

If they like this one, they will also know in the background that there is another book that had something about it, and they can perhaps work with it in the future to help you sell that too. If nothing else, it shows you can come up with more than one idea.

I mention fulls, but I don't mention partials.

Ditto: mention fulls, especially if you can say "you had a problem with X, and I fixed that in my latest project," but don't mention partials.

By all means mention fulls, especially if they said they'd be interested in seeing future work. And yes, if they said they wanted future work, mention that as well. They don't say it lightly.

I wouldn't mention partials unless the "future work" thing applied.
