Why not? It would normally be considered a form of respect to do so.
Now, if the retired officer is a crime suspect, I can see the investigating officer deliberately NOT doing so to help make the point that as a retiree he has no status.
I think it depends very much on the circumstances and the retired officers reputation. As they are of equal rank they could be on first name terms. If the retired officer is much older then it could be a sign of respect. Or sarcasm.

Never. I'm a retired UK Police Sergeant and I couldn't think of anytime when this would happen. If it were Military yes because they hold the Queens Commission but never in the Police.
