I haven't been to seattle in ages, but I remember it being very foggy and I'd like to set a scene in this fog though I can't remember if the fog was in the morning or evening. Can any Seattlites tell me whether this fog would be unlikely to appear in the evening?

It foggy in the mornings in the spring and fall and foggy in the evenings in the fall/winter. Google atmospheric conditions to see what you need and you can probably get it to work for your story.
ETA: It mostly rains, so there isn't fog here as much as there is rain. I think the conditions for rain trumps the fog.
