I haven't flown since before 9/11 so I'm not up to speed on some rule changes.

Is it still possible for a pilot, on an IFR flight plan, to cancel while airborne and change his destination?

Also, can a pilot air-file an IFR flight plan?

The first at least has to be possible. There are so many variables affecting flying that sometimes diversions are necessary. Usual causes are things like weather and mechanical problems, but anything can happen (and usually at some point has). You can't always be sure ten or twelve hours in advance that you're going to be able to land where you're intending to...

...And that's without counting the flying-for-fun crowd, who can (and do) decide 'The weather's glorious now that I'm up, and I really want an ice-cream at the seaside'.

The second? Dunno, never had to file a flight plan. I can only assume so, though, given the first.
