Tracing A Phone

Just a quick question.

In regards to the police tracing a phone, can they do it without the phone in question actually calling them (ie. like on TV when someone is kidnapped and they get the ransom call etc. and they trace it that way) or can they do it if the phone is just simply on and not calling.

If this sounds confusing, just say and I'll try to explain what I mean more.

I'm pretty sure though that with landlines the 'bad guy' actually has to call and the other side must answer.

Don't rely on Television for this kind of information. 90% of the time it's wrong, and even decent quality TV shows like Law and Order have different 'rules' as to how tracing works depending on what fits the plot or what the writer's knowledge was for that episode. I've seen episodes that flat out contradict eachother within most series.
