If one person serves in the military (US Army) and gets the MGIB and ACF, when they go to college, how does the money get paid to them/the university? Does the money go straight to the college/university, or does a check go to the veteran and then they pay their tuition? Do they have to show an acceptance letter? Does everything happen between the university and the military and the difference is billed to the veteran?

Okay, the real question is, if one character gets these two sources of military college money, can they somehow finagle it that the money pays for someone else's tuition?

I know that after 9/11 transfer of money to family members was allowed, but a decade earlier? How might that happen?
