HLS is primarily an admin/coordination function. The enforcement, intel, and investigation elements are handled by CIA, NSA, DIA, FBI, ICE, etc so it depends if you are dealing with an intel element, investigation, or enforcement. Decide which element is relative to your story (e.g if enforcement than FBI) then use google to see what they call their filed personnel.

Not quite true if he's referring to DHS. DHS, the Department of Homeland Security, is largely operation oriented. HSI (Homeland Security Investigations) has almost 7,000 special agents with the same 1811 job code as FBI agents who investigate a huge number of federal violations. In addition, there are a few thousand Secret Service agents under the DHS umbrella who do investigations and intelligence. The Coast Guard also falls under DHS, and they have both intelligence and investigative branches. Let's not forget about CBP (Customs and Border Protection) and BP (Border Patrol). Federal Air Marshals as well.

DHS is a BIG umbrella agency with a lot of individual branches. The FBI is often considered the "lead" agency in terrorism investigation, but other agencies manage to keep the cases in their courts as well.

The agency you are thinking of is HSI, which actually falls under ICE, which is under DHS. Almost all federal investigative agencies have some counterterrorism component, though.

1. Special Agent for the plain-clothes guys. That goes for ICE/HSI and Secret Service, as well as the CGIS (Coast Guard Investigative Service... the coast guard version of NCIS)

2. Not all. But many. http://www.ice.gov/index.htm , http://www.dhs.gov/files/counterterrorism.shtm , etc. Spend some time perusing the DHS website and its various component agencies.

3. If it's their case and their suspect, they're doing the interrogations.

4. Most. You can find each agency's field offices on their websites.

They're not supposed to. There have been many congressional investigations where they got caught doing exactly that. I don't know the details. Why do you want the CIA operating domestically? There's lots of agencies that do domestic intelligence, counterintelligence, and counterterrorism.

I find it hard to believe that this is a serious question. It's like asking, "Will a gun have the same firepower depending on which direction it is aimed?"

Assuming that it is a serious question: officially, no. Unofficially, things can happen. And if the FBI finds out about it, they are not happy, and neither is Congress.

As for the terrorists on domestic territory: You have to remember that CIA is an intelligence gathering agency and not a law enforcement agency. Which means that if they've been tracing a terrorist who somehow manages to enter the United States, they might go on gathering intelligence, but they also need to share that information with another agency that has law enforcement powers--HSI or FBI.

For incidents of domestic terrorism originating in the United States, FBI or HSI would be the likely agencies. The FBI in particular has a significant counter-intelligence as well as a law enforcement component, which makes the Bureau well suited to dealing with terrorism cases from the domestic side.
