If you send a query to three agents and all three ask for the material, do you send it to all three since maybe none will actually want it?
Or do you send it to one at a time and wait for the response?

I would send it to all three but let them know that there are other agents also looking at it. Multiple submissions are acceptable to most agents as long as they know that the project is being reviewed by other agents.

I'd send to all three too but probably wouldn't mention the others. Unless one agent asks for exclusivity it's generally assumed you're multi-subbing.
