Is there a forum for textbooks? If you are involved in this, how do YOU determine where the real needs are?

Not textbooks per se, but training manuals and seminar syllabi...

Clients are typically law enforcement/security/intelligence so topics are generally pertinent thereto; distribution is almost always restricted and/or classified. It's a very narrow market that requires considerable expertise; and it's not particularly lucrative.

Determination of needs is rather simple, since I only take clients through a vetted referral process.

They articulate their requirements and expectations; I'll craft what I feel is appropriate to meet their expressed needs. Close consultation and candid feedback throughout the process are critical elements in the preparation of the product. Once delivered, it's not unusual for me to be asked to speak to groups using the material or to personally conduct seminars.

I realize this may be too focused a response to the scope of your question, but I nonetheless hope you find it helpful.
