What is the best publication for flash fiction? Are there publications that specialize if flash fiction? I am asking this as more of a reader than a writer so I am after really high quality. Thanks.

Check Duotrope's Digest. You'll find a pretty good list if you do a search for magazines that publish flash fiction.

There are several publications that specialise in flash, but they're usually focused on a single genre (horror, or fantasy, or mystery). What, as a reader, are you looking to read?
Check out Pure Slush.
They post a few stories every week, all of which are 500 or less words. The editor is a cool guy and the stories are always enjoyable.
Oh, and my story is being featured Feb. 22.

If you're interested in genre flash fiction, I recommend Daily Science Fiction and Flash Fiction Online.
I agree Every Day Fiction is excellent and has a wide variety of stories. Smokelong Quarterly is terrific too: has art with their stories which I like a lot. I came across Shadowboxmagazine.org. This is nonfiction but it read like short fiction. Very impressive with just beautiful writing.
