What do you look for in a cover/artist?

I'm a photography major with a focus on photoshop, and one of my hopes is to create illustrations for book covers, especially starting with those planning to self publish, since I know having a strong cover can be an important part of the sell.

However, I was wondering, what do you look for in a cover or a cover artist?

Is it the price? How much are you generally willing to pay?
Is it the option to use it on promotional items, such as posters, flyers, bookmarks, and a website?
Do you want it to be individual to your book, or something that other people can liscence to use?
Do you prefer a more illustrated to a photographic look?
Where do you typically look for illustrators?
Do you want an illustrator who can also format the book?
