Simultaneous Submissions-- definition

They say there's no such thing as a dumb question, but I'm about to test that theory.

What do publishers and agents mean when they say they do or don't accept simultaneous submissions? Does that mean you can send more than one manuscript to them at a time, or does it mean that you can send your manuscript to multiple places at the same time?

If they DON'T accept SS, it means if you send them a story, Story A, you can't send Story A to anyone else until they make a decision on it. (Or if you've sent Story A to someone else, they don't want you to send them Story A also.)

If they accept MULTIPLE submissions, that means you can send them Story A and Story B at the same time.
