Who is responsible for promotion of a book such as reviews in major magazines and websites? Is it the agent or the publisher?

Out of those options, publisher. But depending on your publisher and the PR attention they bestow on your book, you might actually end up doing a lot of this stuff.

Publisher *if* you're lucky. Your publisher may not put any marketing dollars toward your book. The VAST majority of the promotion work will be done (and funded) by you.

Sending out review copies is the publisher's job. Any publisher who is not doing that is not fulfilling the basic requirement of a publisher.

Yes, authors often have to do a lot of their own promotions, but sending out review copies is the publisher's job. People who say "Oh, that's how it used to be" are generally people who are underserved by their current publisher.
