I want to have a character who is responsible for contracting vendors for a government agency, probably municipal or state, approximately 100 years ago. Specifically, a contract with a manufacturer of uniforms.

Any guidance on how I can find out what kind of state or city official would have been responsible for this task?

I might also be interested in making it a national military contract instead. I.e., the Dept. of Defense anticipating US involvement in WWI, which would be either in its early years or still only imminent in Europe.
