I would consider the first three chapters "material." Am I just being a complete idiot here?

Is she wanting a query on its own before anything else, or is she after a query with a synopsis and the first three chapters?

Edited for a third time:

The guidelines are a bit of a mess, but on other sites re her guidelines, it says query, with synopsis and three chapters. So, I'd go with that.

Not the clearest guideline I've ever seen . . . I read it three time and I'm still not sure.

I think you should send the synopsis and first three chapters. Then they'll decide if they want to consider it.

Someone else might have a better idea.

I think she means 'don't send us your full manuscript unsolicited', but it is unclear.
As she clearly states 'In the case of full-length children's fiction, please send a synopsis with the first three chapters' then that is what I would send.
