I've never heard anyone use the term "loose brakes" to describe the state of intoxication that lowers inhibitions. English speakers mostly just say lower inhibitions. I'm not sure if there's a more colloquial term for that.
"Loosens the tongue" refers to making someone talkative. "Not having a filter" isn't strictly due to alcohol, but it certainly happens. More often we say "feeling no pain," "feeling good," "feeling it" or something like that. That's only for mildly drunk; for more severe inebriation "losing control," "sh*t-faced," and a host of other terms are used.

Yes, that is normally what we say. Most of the slang is going to vary by region, especially between the US and UK.
That's the term I'd use.
It's important to consider that lowered inhibitions means not considering or caring about the consequences of one's actions. A drunk person won't do something inappropriate that they didn't want to do.
