Anyone know who said this?

As I understand, it was said to Bill Drayton by an advisor of President Reagan.

"Political people don't care about the environment. But they're not against it. They just want to win politically. So you just have to make it obvious to them that this is going to be political torture until they stop."

Yeah that's the book I have.

My motive for asking was so I could hopefully have a attribution for this quote, but if not, I guess anonymous or a Reagan adviser will have to do.
