Though I'm above-average technically, I admit that I know nothing about Play Station.

Zero.

But one of my daughters buffaloed me into buying a PSP 3000 for her for Christmas.

I have a question for those many of you who are so far more literate than I. Does the PSP 3000 play games that come on disks? Or do you have to download the games? Or both?

Or is my question so blatantly ignorant that it deserves no answer at all? :)

You can download games either through a wireless connection direct to the psp, or you can connect the psp to a computer and download that way.

The game discs (called UMDs) are available in stores, but now that the PSPGo is available (it's a psp that can't play discs, just downloads), most if not all games that are released on disc will also be available online.

You've made a good choice with the psp3000 rather than the pspgo. The go has a smaller screen and it's better to have the umd drive because you can get pretty cheap psp games these days.
