Stickied at the top of the forum is an index, where you can search for agencies and publishers. If there's not a thread, you can start one (one agency per thread). I know ZSH already has a thread (and I think I saw it on the first page a day or two ago, so it should be close to the top).

You always go by the agent/agency's site. They know whether or not they're accepting submissions.
