Jurisdiction and military posts

When are civilian cops allowed on military posts? If there was a killer running around, would the civilian cops be allowed on to help?

Police have very open access to most bases and work well with the MPs/SPs. If there is a civilian running around the base doing naughty and evil, military would like the city cops to come forthwith. If the offender is in the active duty, they can handle it.

Case recently here: The APs nabbed someone on base who was wanted off-base and handed him over to the relevant city cops.

In the Army, if there was a question of jurisdiction, we used to separate local cases by severity of penalty and throw the offenders to the authorities most likely to produce the severist sentence. This meant all military-based infractions went to us and crimes carrying hard time under local state or federal law, but not so much under UCMJ, - like drug offenses - went to the local civil authorities. We always worked with local cops, state troopers or patrol, local FBI, on post MPs and the 902nd (national security crimes). Whoever had the most logical jurisdiction was welcome to pursue the investigation, as long as everyone was in the loop.

In homicides, if it was on post involving military persons, the on post Criminal Investigation team usually took the lead. If help was needed, they could request local assistance. The FBI was usually called in on National Security crimes & worked closely with the CounterIntelligence agents involved.

If your post/base MPs/SPs have a good working relationship with the locals, then the doctrine of hot pursuit would probably apply. Are you chasing the guy, or is he already caught and you're trying to determine where to lock him up?

Some bases use federal cops rather than MP's to do some duties (especially when the MP's are deployed). I'm pretty sure Killeen and Coppras Cove cops aren't patrolling Ft. Hood.

When we were deployed for Desert Storm, they used federal police to man the gates at Ft. Campbell because all the regular MPs were with us in the desert.
