Hibiscus.

Don't think bougainvillea would work. They have nasty thorns and wilt quickly.

Actually it flowers from a tree, in hindsight I don't know if you're looking for something like that.

This thread inspired me to google for Niecy Nash flower. Niecy is an actress and TV show host who is known for wearing a big flower in her hair. I wondered if I could learn more. I found an interview on her website:

http://www.niecynash.com/archives/2009/07/
Sentinel: How did you come to wear a flower all the time?
NN: When I started out in the “home makeover” genre, I was the only black woman doing that type of TV show. But I wasn’t naive enough to think I was going to remain the only one. So I decided to come up with a way of setting myself aside. It started out as branding, but now I’m a little tied to it, because if I go out without a flower, my fans get upset.

Sentinel: What varieties of flowers do you wear?
NN: Oh, roses, orchids, a little bit of everything.

Sentinel: Do florists and fans help you out?
NN: Not so much florists, but fans definitely do.
Check out the results of the google search in the link I posted. Not everyone is a fan of Niecy's trademark hair flower.

I always thought it was cute.

Cattleya Orchids are high impact but no real scent.

Stargazer Lilies are also high impact and have a scent, but not as strong as an Easter Lily.

Stephanotis are small, without scent, but are pretty when you have many scattered throughout the hair.

Finally, Freesia are petite flowers, delicate looking, but have a high impact fragrance. Often come on a stem that will have several blooms and buds.
