9/9/09 is the release date. It's available for free download and gameplay.
Contains a micro-trans system, but I don't think it will unbalance the game.

Took me for-ev-er to download.

It's still downloading for me.

The tiered download thing is cool though. I've already played the first areas a little even though I'm still waiting on the rest. :)

Did they update the mechanics to 4th edition?

I could not tell you having never played 3.5 to know the diff.

Can a wizard cast the same basic spell At-Will repeatedly, or does he have to 'memorize' spells to be used only a few times per combat?

They can cast spells at will, but only from a select list.
Wizards have a pretty large repertoire, they can change out their spells while they rest.
Sorceror's subset is smaller, but they can cast faster and have more spell points.
Not sure if that info is up to date though, got it from the wiki and it may not have been updated yet.

Eberron shows that Turbine knows what they're doing. (http://www.gamervision.com/users/coop/articles/ddo_unlimited_surpasses_1_million_new_players/?utm_campaign=users/coop/articles/ddo_unlimited_surpasses_1_million_new_players&utm_medium=SocialMedia&utm_source=ping)

They've gone from a death rattle, to number that only WoW has achieved before. (In my knowledge.)
