The only context I've heard that phrase used in referred to the post-WWII theory of Isreal providing persons of Jewish decent with a new homeland, but not supplanting their natiional identity tied to the place of their birth - ie the theory was (and maybe is, I'm not sure) that Jewish people could have a double patriotism, a double national identitiy. They could feel a patriotism and tie to Isreal without giving up their national identity and ties to their birthlands (France, America, Etc...)
