Can't help hoping, if our new president really wants change, economic incentive, etc., is there any hope of his instituting writer's and artist's "projects" like Roosevelt did during the Depression? Even if the results sucked, it would keep people busy and from killing themselves and each other.

Also, if an artistic project was government funded, would the government own the results? Like, if a writer writes a bestseller on a government grant, is it Federal property? Can the writer claim the rights or do they have to turn proceeds over to the government entirely instead of only the 50% they usually take?

That's a good question right now.

As with everything else in this business it would depend on the contract, or in the case of a program to help artists it would depend on the details and nature of the program. Many of the works created during the Federal Writers' Project (FWP) were not fiction but had more to do with history, folklore, and guidebooks. Stuff that pays the bills but doesn't make writers rich; stuff that is often created as work-for-hire for specific entities, even without a modern-day form of the FWP.
