Question about simultaneous submissions

If I haven't heard from a place that I have queried in three months, is it safe to say I can begin submitting a story elsewhere? I'm trying to keep my short stories in a rotation and I think that's enough time but I'm not sure.

Have you looked them up on Duotrope.com to find out what their average return time is?
3 months is not very long for some publications

Depending on the publisher (agency or magazine), 3 months may be a long or short time. If it were me, and I'm assuming it was not an exclusive submission, I would start querying immediately to as many as possible. However, before doing so I'd send an email to the one you haven't heard and remind them of that fact and that accordingly, if you don't hear from them you will begin submitting to others in 2 weeks.
