Filmmaking: background scenery motion effects

I don't know if this is the place to ask this, as it doesn't really compare to the other questions etc. I've seen around here, but I've never even ventured into the 'script writing' area of AW before, so bear with me =\

Okay, in movies/shows (I don't know if they still do this) when someone is driving and the scenery we see going by isn't real, it's on a screen, and sometimes it loops so that we see the same stretch of scenery over and over, what do they call this? (Eg. When someone's driving down a highway and we see the same bales of hay go by again and again.)

Is there any way to re-create this effect easily with photoshop or any other program most people have access to?

Thanks to anyone who can shed some light on this for me, it's actually for a school project.
