Do sealed contact lens' count as "liquids"?

Yep. You can carry sealed contacts, and I often fly in my glasses, with my contacts in a case in my carry on. I've never been challenged about it.
A friend of mine flew to Mexico (from the US) with a week's worth of dailies in his carry-on. No problem in or out of the States. But, if you're worried about it, I'm sure you can call up the airline and they'll tell you.
