I know with non-ficton book you can simply send a proposal.

Can you send a query to an agent regarding an incomplete fiction manuscript?

I believe I've only seen one small press that allows this tactic, and I forgot where. It is really not a good idea, unless you are sooooo close to the end that if you do get a request for a partial, you'll be able to nail that sucker by the time a full is requested.

The overall wisdom dictates--finish it. If you need advice or comments on what you have so far, seek out betas or a critique group for this.

A new fiction writer needs to prove not just that s/he can write well, but that s/he can finish.

Finish your ms., polish it, and then query.

I've heard more than one agent say that nothing pisses them off more than receiving an interesting query, only to find out the book isn't finished.
