Full NF manuscript?

I was recently asked by an agent if I had written my full NF manuscript, which I found a little odd. My understanding is that almost all NF books are written on proposal, with a few exceptions (e.g., memoir). Is that accurate, or has the trend been changing? Thanks for any insight!

It is more of a norm for only 3-4 chapters to be finished. But there is no reason not to ask IMHO.

It depends on what kind of NF book it is.

Self-help/entrepreneurship has probably been getting so popular that the agents want to know what else you're bringing to the table.
