Yeah, but just theoretically, if a million people didn't want to stay.... where could they go as a unit, outside of Antarctica as Rob suggested?

Immigration laws are a pretty big impediment to moving, actually. So are practical concerns like money.

Believe me, I'd move to Bhutan in a heartbeat if I could.

Practically speaking, you would probably be unmolested if you moved to Antarctica. However, you'd also probably die of exposure or starvation, unless global warming really takes off. (And then suddenly those treaties start getting enforced on ya.)

So Antarctica isn't really an option.

Of course, you can just move to another country, but other countries generally don't want tons of immigrants. So that becomes a violation of those countries' sovereignty. It'd be much simpler to just declare a city independent.

The courts will not order specific performance for personal service contracts, though. I don't know that there's anything more personal than a group of people being forced to pledge allegience to bigger group of people they don't want to be a part of.
The nutbag individuals who want to get away are free to leave the country.

They just don't get to take the whole state with them.
