Technically, your brain already IS a tactical computer. Most people don't use it that way, but the capability is there. The proof is in the outliers who excel, usually in a highly specified field, or people who can keep count of a 8 deck card chute, or even in savants who can visualize multi-dimensional mathematic equations the way most people add 2+2=4.

It doesn't take an enhancement to create a computer; the enhancement would be an artificial focus within it - that's the problem. What is that enhancement taking attention away from to create that focus. How is it changing the fundamental aspects of a given person's life? Does it alter their personality? Does it have an effect on their emotional expression? Are there any potential physical side effects such as an increased risk of aneurism or clotting? If the person has a stroke - unrelated to the alteration - what effect would that have on the tech?

Brain science is so far from exact it's scary in some cases. Experimental procedures are often done with a patient awake and aware (under local anesthesia for the incision) so that the person doing the procedure can stimulate a portion of the brain and see the immediate effect. (Granted, this is anecdotal, but it's not 2nd hand information. It's how the surgery my dad had was carried out.)
