If it's more an exclamation than a question: exclamation point.

If it's more a question than an exclamation (that is, it really IS a question, not rhetorical): question mark.

No double (or tripled, etc.) punctuations, please: !?, !!!, ???!!!!!) Unless for humorous/ironic purposes.

Another vote for the exclamation point. "How dare you?" is rarely an actual question. (Although if it happens to be an actual question in this instance...then. Y'know.) A period would work in certain instances (like, quiet shock, or something) but in general, the exclamation point looks most fitting.

The "what the hell is that thing" could go either way, depending on how the character means it.

(Bleah, Phaeal already said it better...:D )

Yeah, but the first draft always has at least one sentence with ?!?!?!?!!! in it, right?

Most of my first drafts are in all-caps, because I like them to seem more important and loud.
