The reading fee seems to apply to the themed contests but not to general non-themed submissions (at the bottom of the page). The animal-bond contest lists $1500 in prize money, and the food-themed one says details on cash prizes will be forthcoming.

Don't know what to think, really. Has anyone seen this magazine on sale in a store? (Our bookstore has such a small magazine section that it's not a good test.)

There's no listing on preditors and editors, although P&E routinely recommends against contests charging a fee - they're often just revenue makers for the magazine instead of true contests.
