I finished reading "On Writing Horror," and found it less specific than I had hoped. The best guidelines and hints were in the "sub-genre" section, which covers stuff like erotic horror, rural horror, scripts, comics, etc. The two most interesting nuggets that I found were in Brendan Deneen's essay on script writing. He points out that horror is more effective when there is a connection between the victim, killer, and protagonist. He also says to have a "good kill;" in other words, when you "off" somebody, make it memorable.
Now I am reading Patrick Anderson's book, "The Triumph of the Thriller," and enjoying it very much. It's a brief survey of crime literature, with emphasis on the violence and mayhem of the thriller -- which is only a thin line away from horror. Very good book!
