In consultation with technical folk, the Attachments feature has been turned off.
This is why:
1. Security -- since attachments are stored within the database on our server, there's reasonable concern about a user, deliberately or accidentally, attaching a file that carries malicious data; this is a real possibility.
2. Attachments take up space in the database; this keeps the database lean and mean
