Does this ban only reach downward from the Governor's Office to state and local law enforcement, but has no reach upward to federal agencies such as he NSA, FBI, CIA, the Treasury, the Secret Service, and anyone else of a federal pedigree?

Kinda has to go that way. No state governor or legislature can have any control over a federal agency or officer.

There is no ban at any level, local, state or federal. There was only a bill, and it's been vetoed.

Well done. ...By the way I pretty much take it for granted that I'm being surveilled (is that a verb?) pretty much all the time... from cameras on the metro I ride to the key strokes I'm typing at this very instant. Just because I'm paranoid doesn't mean they aren't watching. Thank goodness no one is claiming that the watchers are reptilian aliens from Alpha Centauri. Or the Illuminati. I draw the line there. I think. Maybe.

I'm not so sure about cold-blooded and green-eyed, but there's no doubt they live in a different universe than the average Joe or Jane on the street.

Reptilians aren't really slimy. I considered scaly, but I like scales.

Humans were scaly when we first crawled out of the earth.

I considered blood-sucking, but the reptilians of Alpha Centauri don't suck blood either.

All in all, I'm not sure why reptilians get such a bad rap. Reptiles are our long lost siblings.
