How to write with distraction

I can write with some distractions, but when there's something loud enough to single itself out from the background -- annoying rap music, crying children, ringing phones, woman crying at her mother during cell phone conversation because mother gave woman's phone number to woman's ex without permission -- then my concentration's broken and I have to leave, move somewhere else, or change the channel.
