Does the title of a short story count in the word count? What if the story is exactly the maximum word count without the title and byline? Is that cutting it too close?

No, the title doesn't count in the word count. As far as word limitations go, usually short story magazines don't set a hard limit on world count (i. e. it is okay for you to go a little bit over the word limit)
