Add the following to the mix, Kyrgyzstan, Tajikistan, Uzbekistan, Kazakhstan, Georgia, and three other former Soviet republics—Armenia, Azerbaijan, Turkmenistan who have pledged various forms of direct military cooperation with the US. Armenia and Azerbaijan granted over flight rights, which are critical for operations in landlocked Central Asia. They were rewarded when Congress, at the urging of the Bush administration, lifted a decade-long embargo on military aid to the two countries.

Don't mean to play dumb. Your above list is a valid point. However, aiding these countries (who are now soveriegn entities) isn't necessarily synonymous with threatening Russia, but if I were Russian, I could construe it as an act against my interests. But there is no way this action, sometimes it is impossible to not piss someone off.

In the case of Venezuala, seems like an obvious action to piss us off more than anything. (maybe that is my egocentricism)
